In 1976 Portugal was divided into eighteen districts on the mainland and two additional autonomous regions.
The districts are subdivided into 308 municipalities (concelhos) which in turn are divided into 4,261 local government authorities (freguesias).
The district system is currently being phased out and in accordance with the bailout negotiations that took place with the IMF, ECB and the European Commission, the government is obliged to reduce both the number of municipal and local parish governments which should be formalised before the local elections in 2013.
